The FBI has confirmed that "contactless fingerprinting is not permitted nor a best practice for the capture of fingerprints." According to the FBI, no exceptions to the approved FBI fingerprint capture process, such as "contactless" or "touchless" fingerprinting, are acceptable as a result of the current pandemic. It is important to note that entities capturing fingerprints should reference FBI documentation on methodology that supports securing quality fingerprints in a compliant fashion. One such resource is the FBI's Civil Fingerprint Image Quality Strategy Guide.
Currently, there are no permissible exceptions to the strategies offered in this Guide. Employers should carefully review service offerings that deviate from the processes outlined in this document.
